As the moderator and organizer of a five speaker panel entitled Quality Assurance the Key to Standardization in New Plant Licensing and Construction, Mr. Harris will be joined by featured speaker, Tom Mudge, Quality Manager, Washington Group International, Inc., who will present the Challenges and Opportunities for Standardization of the Construction QA Process.
The Utility Working Conference, sponsored by the Operations and Power Division of the American Nuclear Society, is renowned as the leading nuclear utility forum for providing an open exchange of operating experience and insights from diverse industry viewpoints.Session commentary and discussion on the use of quality assurance (QA) strategies will be enhanced by an esteemed panel consisting of Jim Fisicaro, Nuclear General Office General Manager, Duke Energy; Paul Prescott, Senior Operations Engineer, Division of Engineering Office of Nuclear Reactor Regulation (USNRC); John Adkins, Senior Engineer, Southern Nuclear; and Clint Eldridge Chairman, ANS 32 Standards Committee, Pacific Gas and Electric, Diablo Canyon.
The speaker panel will address challenges to standardization, quality assurance strategies that complement design standardization approaches, as well the need for an industry-wide quality standard for new plant construction.
Complete deployment and integration of quality processes into all phases of new plant licensing and construction activities, such as ESP, COL, Construction, ITTACS, Start-up and Operation, have become critical to ensuring standardization and consistency across all applications.
Additional strategies such as early quality program development and alignment with applicable standards, regulatory guidance and industry committee reports can be integral to achieving standardization for new plants.
Benefits of implementing design-centered standardization through QA strategies, include considerable cost savings, reduced regulatory challenges and enhanced nuclear safety.Mr. Harris, a twenty-five year veteran of the nuclear industry, has consulted to or performed engineering, licensing, quality control and assurance, operations, spent fuel transportation and storage, and plant maintenance activities at nearly 70% of nuclear plant sites in the US. His professional experience spans various positions at Westinghouse Electric, Institute for Nuclear Power Operations and the Nuclear Regulatory Commission.
Recently appointed to two American Nuclear Society (ANS) national committees and Former Chairman of the ANS Section in Atlanta, Mr. Harris also sits on the Division Council for the American Society for Quality Environmental and Energy Divisions. Mr. Harris was Senior Reactor Operator certified by the Nuclear Regulatory Commission and Westinghouse Electric Corporation. He is Chairperson for the Atlanta section of the AABE BEAM (Black Energy Awareness Month) Committee, which is responsible for increasing the awareness of energy related career and technical opportunities among minority youth.
Mr. Harris holds a BS in Nuclear Engineering from the University of Virginia, a MS in Technology Management and MS in Quality Assurance and is pursuing efforts to obtain a doctorate in Industrial Engineering.HTS Enterprise LLC provides engineering consulting services through four sectors:
